change rewards multiplier for staking in the insurance fund to .25 or .1 instead of 0 to 1. give more incentive to stake in insurance and 2. insurance fund stakers arent missing out on all the extra trading rewards.

i am aware insurance fund stakers recieve 25% of fees from all markets which is why i think a multiplier of .25 or .1 is fair
